The Australian skipper has secured 309 Test scalps in 71 Test matches with an impressive average.
Australia's selection chief the selector has confirmed that captain Pat Cummins will be a central figure in the forthcoming England-Australia contest.
Speculation had been growing that the veteran bowler might sit out due to a ongoing back issue that was still troubling him.
Previous updates from the Australian camp suggested no definitive call had been made regarding his involvement, with the five-Test series scheduled to begin on November 21 in the WACA.
Bailey expressed that Cummins is "building up" and remained hopeful about his chances of taking part.
"We know that time is getting short and various factors around that, aside from the physical problem, but other factors as well," the selector added.
"It's positive. [We are] really confident that he'll participate in a key capacity. Hopefully it's the first Test. Otherwise, then we'll pick it up."
Previous Setbacks
He was sidelined the ODI and T20 games against both Asian and Trans-Tasman rivals last month after examinations confirmed a lumbar bone stress.
Previous incidents include of recurring issues, with setbacks in multiple past seasons forcing him out of three Australian summers in a limited period.
The bowler mentioned he would be ""aggressive" and "take risks" in his recovery plan to ensure his availability for the series.
The selector indicated that it was unclear if Cummins had begun bowling as part of his comeback but admitted it was "getting tight" for him to regain fitness for the opener.
Alternative Arrangements
Should Cummins not be fit, ex-skipper Smith will assume leadership.
The talented all-rounder was recently pulled out from the ODI lineup for their limited-overs matches against the Asian giants as a safety move because of an abdominal issue.
He labeled it as a "small issue and confirmed that Green will play in the state-level matches, so will be "well-prepared to be ready to bowl."
"Extensive planning has gone into creating the schedule for him to be available for the first Test as an dual-role player," Bailey explained.
"Originally, he'd only feature in the first two ODIs regardless. His aggressive style the bat in limited-overs, if it causes any delay for another day, we opted to approach this more conservatively."
